Rinkėjai, planuojantys atvykti balsuoti savivaldybių tarybų ir merų rinkimuose išankstinio balsavimo dienomis, domisi, kokia tvarka vyksta balsavimo iki rinkimų dienos procesas. Vyriausioji rinkimų komisija (VRK) informuoja apie tai, kaip vyksta balsavimo vokais procedūra. Taip pat pateikia papildomą išaiškinimą rinkėjams, kaip reitinguoti kandidatus.
Kiekvienoje savivaldybėje rinkėjams bus išduodami skirtingi balsavimo biuleteniai. Atvykęs rinkėjas gaus tik tos savivaldybės, kurioje yra deklaravęs savo gyvenamąją vietą, balsavimo biuletenius ir galės balsuoti tik už savo savivaldybėje išsikėlusius kandidatus.
Pirmojo rinkimų turo metu visi rinkėjai gaus po du biuletenius.
Vienas biuletenis skirtas balsuoti už kandidatus į merus. Jame – bus įrašyti kandidatai į merus toje konkrečioje savivaldybėje, kurioje rinkėjas gyvena, pagal kandidatų pavardes abėcėlės tvarka. Šiame biuletenyje prie kiekvieno kandidato bus nurodytas jį iškėlusios politinės organizacijos pavadinimas arba pažymėta, kad jis išsikėlė pats.
Rinkdami savo savivaldybės merą, rinkėjai biuletenyje turi pažymėti vieną kandidatą. Jei pažymima daugiau kandidatų arba nepažymimas nė vienas, biuletenis laikomas negaliojančiu.
Antrajame biuletenyje rinkėjas ras kandidatų sąrašų, keliančių kandidatus į tos konkrečios savivaldybės tarybą, pavadinimus. Jie bus išdėstyti numerių didėjimo tvarka pagal rinkimų numerius, kuriuos politinės partijos ir politiniai komitetai ištraukė burtų keliu.
Biuletenyje rinkėjai turėtų pasirinkti vieną kandidatų sąrašą. To paties biuletenio apačioje bus penki langeliai. Juose rinkėjas turi teisę reitinguoti to kandidatų sąrašo, kurį jau pažymėjo, kandidatus.
Į penkis langelius rinkėjas gali įrašyti penkis skirtingus numerius tų kandidatų, kuriuos rinkėjas norėtų matyti dirbančius savo savivaldybės taryboje. Visų kandidatų sąrašus su kandidatų numeriais bus galima rasti kiekvienoje balsavimo kabinoje.
Vienas įrašytas kandidato numeris yra lygus vienam pirmumo balsui. Pirmumo balsus galima skirti ir mažiau nei penkiems kandidatams, arba neskirti nė vienam. Jei to paties kandidato numerį įrašysite į keletą langelių, bus įskaitytas tik vienas pirmumo balsas.
Reitinguodami kandidatus rinkėjai suteikia jiems didesnę galimybę būti išrinktiems į savivaldybės tarybos narius. Tačiau reitinguoti kandidatus nėra privaloma. Jeigu kandidatų sąrašų biuletenyje pažymėtas vienas kandidatų sąrašas, tačiau reitingavimo langeliai palikti tušti, toks biuletenis bus laikomas galiojančiu.
Jei rinkėjas netyčia pastebi padaręs klaidą ir pageidauja ją ištaisyti, jis gali informuoti rinkimų komisijos narį, atiduoti jam sugadintą biuletenį ir gauti naują. Rinkimų komisijos narys sugadintą biuletenį įveda į atskirą apskaitą, o netyčia rinkėjo sugadintas biuletenis rinkimuose nieko nebelemia.
Balsuojant iš anksto, kai abu biuletenius rinkėjas užpildo taip, kaip norėjo, juos reikėtų perlenkti ir įdėti į mažąjį voką. Tada mažasis vokas yra užklijuojamas ir įdedamas į didįjį voką kartu pridedant ir rinkėjo informacinį lapelį, kurį atėjus balsuoti rinkėjui išdavė rinkimų komisijos narys.
Užklijuotą didįjį voką reikia paduoti rinkimų komisijos nariui, kuris užklijuoja ant voko specialų ženklą ir išduoda rinkėjui balsavimo voko priėmimo kvitą. Tik po to balsavimo voką rinkėjas gali įmesti į balsadėžę.
Balsavimas iki rinkimų dienos bus organizuojamas vasario 28, kovo 1 ir kovo 2 dienomis nuo 7 valandos ryto iki 20 valandos vakaro. Visas balsavimo iš anksto vietų sąrašas skelbiamas VRK svetainėje.
VRK taip pat pataria rinkėjams prieš einant balsuoti pasidomėti jų savivaldybės kandidatais į merus ir savivaldybės tarybos narius.

Our website implements the ARIA attributes (Accessible Rich Internet Applications) technique, alongside various different behavioral changes, to ensure blind users visiting with screen-readers are able to read, comprehend, and enjoy the website’s functions. As soon as a user with a screen-reader enters your site, they immediately receive a prompt to enter the Screen-Reader Profile so they can browse and operate your site effectively. Screen-reader optimization: we run a background process that learns the website’s components from top to bottom, to ensure ongoing compliance even when updating the website. In this process, we provide screen-readers with meaningful data using the ARIA set of attributes. For example, we provide accurate form labels; descriptions for actionable icons (social media icons, search icons, cart icons, etc.); validation guidance for form inputs; element roles such as buttons, menus, modal dialogues (popups), and others. Additionally, the background process scans all the website’s images and provides an accurate and meaningful image-object-recognition-based description as an ALT (alternate text) tag for images that are not described. It will also extract texts that are embedded within the image, using an OCR (optical character recognition) technology. To turn on screen-reader adjustments at any time, users need only to press the Alt+1 keyboard combination. Screen-reader users also get automatic announcements to turn the Screen-reader mode on as soon as they enter the website.
These adjustments are compatible with all popular screen readers, including JAWS and NVDA.
Keyboard navigation optimization: The background process also adjusts the website’s HTML, and adds various behaviors using JavaScript code to make the website operable by the keyboard. This includes the ability to navigate the website using the Tab and Shift+Tab keys, operate dropdowns with the arrow keys, close them with Esc, trigger buttons and links using the Enter key, navigate between radio and checkbox elements using the arrow keys, and fill them in with the Spacebar or Enter key.Additionally, keyboard users will find quick-navigation and content-skip menus, available at any time by clicking Alt+1, or as the first elements of the site while navigating with the keyboard. The background process also handles triggered popups by moving the keyboard focus towards them as soon as they appear, and not allow the focus drift outside it.
Users can also use shortcuts such as “M” (menus), “H” (headings), “F” (forms), “B” (buttons), and “G” (graphics) to jump to specific elements.
